The Theme Fund, part of the Manitoba Government Matching Grant Program (MGMGP), has been supporting international development since 1975. This fund is only for MCIC member organizations and aims to make funding easier to access while focusing on specific development themes. Every two years, a new theme is chosen to address global issues.
For the year 2025 and 2026, the theme is "Shifting Power to Local Communities". This means giving control, resources, and decision-making to grassroots and community organizations. It focuses on localization, which shifts power to the local partners of MCIC members, who are in the best position to understand and solve the challenges in their communities.
This theme stands out because it focuses on smaller, often-overlooked groups. Local partners have the knowledge and experience needed to create solutions that work for their communities. The application process is made simpler, allowing submissions through concept notes or video pitches.
The funding supports activities such as training local organizations, small infrastructure projects, and community advocacy. It combines a base amount with unused funds from other categories, including Development, Relief and Rehabilitation, and Community Solidarity. Applications are evaluated through a peer review process by the Overseas Project Committee and approved by MCIC’s Board of Directors.
In addition, the fund drives innovation by helping local partners develop fresh and practical solutions. It empowers communities to take the lead, fostering resilience and long-term growth. It also promotes equity by giving marginalized groups, often left out of traditional aid efforts, a stronger voice.
Members have already expressed enthusiasm about the theme. For example, Save the Children shared, “This is an exciting opportunity for my team as we have a number of local partners in various regions around the world who would be keen to learn more about this theme.”
